DESCRIPTION

The Project Development Engineer is responsible for performing intermediate-to-complex engineering and project management analysis which requires knowledge of energy power generation plant development, including developing and maintaining project budgets and schedules while interfacing with numerous consultants supporting a matrix organization.

This position will have day-to-day responsibility for resource allocation, schedules, cost and technical adequacy, ensuring projects are is completed in the most cost effective and competitive manner.

Further responsibilities include i) daily activities associated with development planning, design, engineering, environmental, licensing, permitting, procurement, construction, and start-up, ii) managing timely completion within the scheduled and budgetary constraints in compliance with applicable technical requirements and all regulatory requirements, iii) managing and preparing conceptual designs, construction and operating budgets to support financial analysis, and iv) preparing documentation and providing technical support for regulatory filings at state, local, and federal levels. The Project Development Engineer is capable of working with little or no direct supervision in accomplishing complex tasks. Provides project coordination and schedule management. Excellent communication and presentation skills a must as this individual will represent Middle River Power in a variety of venues.


RESPONSIBILITIES

  • Develop a complete project plan for development and prepare periodic project updates to senior management.

  • Work with consultants to coordinate renewable energy assessment activities to select development sites for greenfield renewable energy projects.

  • Manage all issues surrounding land acquisition, working with landman consultants to negotiate land rights acquisition with landowners and address land use issues.

  • Manage the day-to-day project development process to move projects from greenfield development to commercial, pre-construction stage.

  • Ensure that timelines and budgets for MRP’s development projects are effectively managed.

  • Coordinate feasibility studies and project development activities with cross functional resources, peers, and outside consultants to ensure project stays on track, including all related project environmental and permitting activities.

  • Manage the permitting process including defining, applying for, and manage complex federal, state, and local environmental, construction, and related permits and support community outreach efforts towards a variety of stakeholders.

  • Identify and develop relationships with stakeholders; effectively communicate with a range of personalities, including land owners, partners, government officials, technical experts, utilities, and consultants, community leaders and environmental groups.

  • Work with transmission consultants to manage interconnection studies, load flow analyses, and assist in PPA negotiations.

  • Manage project budget, schedule, and financial modeling inputs; communicate any variance to the VP.

  • Identify and communicate to Vice President any project risks and develop mitigation strategies.

  • Traveling as needed (current expectation is approximately 20-40%).


QUALIFICATIONS

  • Bachelor’s degree in Engineering, advanced degree or MBA desired, with previous experience in energy development and an understanding of deregulated electric markets a plus.

  • At least 10+ years in a project engineer/project management position leading and managing a multi-disciplinary team, preferably in the power generation industry.

  • Prior experience working on project licensing and permitting required.

  • Excellent written and oral communications skills; the ability to develop clear and concise development plans and presentations covering project status, timeline, risk assessment, and budget needs and performance.

  • Ability to operate at a detailed level, to organize and multi-task, with a dedication to seeing projects through to completion.

  • Ability to read and interpret topographic and other land use maps, preferably with some experience with Graphic Information Systems.

  • Understanding of local community dynamics, with the ability to negotiate effectively with landowners, permitting authorities, utilities, and other stakeholders.

  • Understanding of cost accounting, budgeting, and contract implementation.

  • Demonstrated experience in most aspects of project evaluation and development. 

  • Demonstrated experience in creating and utilizing financial models and tools to effectively support business decisions.
