Director - Regulatory & Market Affairs

MRP is seeking a Director or Vice President of Regulatory & Market Affairs with deep knowledge of the California and Western energy markets. Working closely with our senior team and board, this person will perform policy, regulatory, and strategic analysis of high complexity, scope, and significant financial impact in support of various stakeholder initiatives and regulatory proceedings in order to help shape MRP’s regulatory, market and legislative strategy. They will promote, monitor, evaluate, and influence policies and regulations that will impact MRP’s current and future portfolio in western states, as well as new developments inside and outside of CAISO. Analytical work may involve high-level support to management functions, such as developing and administering regulatory filings, developing policy and programs, conducting research, and developing advocacy strategy for assigned initiatives and proceedings.

Areas of focus will be public utility commissions, with primary focus on CPUC, CAISO, California Energy Commission, CARB, state and local governments as well as other key market participants. Federal Energy Regulatory Commission docket review and interaction may be required.

The preferred location for this role is California, specifically the Sacramento or San Francisco areas.

RESPONSIBILITIES

  • Track CAISO, western power pool, transmission and regional balancing authority policies and procedures. Develop comments and responses to regulation, tariff and other policy modifications as deemed necessary

  • Proactively advocate and communicate MRP’s positions to regulatory agency management and staff, and other stakeholders, while also ensuring key policies and proceedings are identified and acknowledged

  • Work with outside counsel, lobbyists, trade groups, and consultants to promote MRP’s interest in proceedings; develop relationships with stakeholders including trade groups, IOU’s, municipalities, load serving entities, commission staff, generators, system operators and transmission providers

  • Coordinate with management to identify, strategically enhance and prioritize MRP’s state regulatory and legislative efforts to enhance MRP’s portfolio, while supporting project acquisition and diligence efforts as they arise

  • Oversee and develop proceeding schedules, including detailed task descriptions, required resources and task assignments, etc. to maximize performance and assure timely filings are provided

  • Draft comments for submittal in regulatory and stakeholder proceedings

  • Prepare reports, matrices, procedural documentation, models, and other deliverables for internal and external use

  • Represent MRP at key proceedings; serve as a contact person for state and federal relations while fostering a positive relationship with various legislative and regulatory community representatives

  • Coordinate and work with MRP’s team to translate MRP’s policy into day-to-day initiatives

  • Develop MRP’s positions and advocacy strategies on assigned FERC policy issues including FERC gas issues, rule-makings, and investigations

  • Communicate results of designated regulatory agency Board meetings

 

QUALIFICATIONS

  • MBA or JD; Bachelor’s degree in related field

  • 5-10 years of experience in the energy industry with significant utility/independent power energy experience

  • Experience working with California Public Utilities Commission, California Energy Commission, California Independent System Operator, Federal Energy Regulatory Commission and/or North American Electric Reliability Corporation

  • Skilled knowledge of and/or experience in the functional lines of electric and gas business, including energy markets, generation, procurement, transmission, research and analysis, developing regulatory and/or procedural filings to agencies, policy development, and understanding of case management procedures and process

  • Entrepreneurial team player who can excel in a fast-paced, challenging work environment

  • Confident speaker & presenter who can communicate with personnel at all levels
